Dr. Joy Fleming reveals the following in her deep analysis of the passage.

Domination by the woman of their attacker strikes the reader in Hebrew as an appropriate response to the attack in Genesis 3:15. God established this domination by the woman saying "I will put."

But domination of the woman by her partner jangles the reader by the tension in the syntax of 3:16c and 3:16d and is wildly out of place. God does not establish any domination of the woman by the man. God does not say "I will put" the man over you. If anything the woman is warned by God's observation that the man will rule over her.
